The preparedness question for that population is not evacuation. It is whether the transport arrangement, the mutual-aid agreement with an unaffected unit and the patient-held record of the dialysis prescription all exist before the water rises. Written well, that is four hundred words that would change what a health system does. Written as a general description of flooding, it is four hundred words that would change nothing.
The hazard has to be characterized specifically. What is the event, how often does it occur here, how much warning does it give, how long does it last, and by what pathways does it damage health? A heat event and a tornado differ on every one of those axes and therefore demand different plans: one gives days of warning and kills slowly through chronic disease and medication interactions, the other gives minutes and kills through trauma. Writing that generalizes across hazards has skipped the analysis. Evidence craft for preparedness writing
Use the local hazard assessment if one exists. County and municipal emergency management offices publish hazard mitigation plans, and citing yours converts your entire hazard section from plausible to sourced. Name the document and its year.
Estimate power-dependent residents rather than mentioning them. Some jurisdictions publish counts of electricity-dependent residents at the zip code level. Where they do not, build an estimate from a published prevalence and your population size, and say clearly that it is an estimate and how you derived it.
Do not assume a shelter is neutral ground. Congregate shelters exclude people in practice: those with pets, those with heavy care needs, those without documentation, those with a reason to avoid uniformed presence. Say who will not come, and design for them explicitly.
Write capacity as of a specific date. Bed counts, staffing levels and equipment inventories change. Give the figure with the date it describes, and note that surge capacity is a plan rather than an existing resource.
Keep any real incident de-identified and secondhand where appropriate. If you were present at an event, write the systems lesson rather than the scene: no patient detail, no identifiable facility narrative, nothing that would breach the privacy of people who were having the worst day of their lives.
Cite frameworks and phases by name and year. Preparedness terminology comes from published national frameworks that are revised, and using a phase model without attribution reads as vocabulary rather than as structure.
