What NR-517 Week 4 asks for
By the middle of a policy session the vocabulary and the money have been laid down, and the course can hand you its principal analytic instrument. The three axes each come with their own measurement tradition. Access is counted in coverage rates, in appointments obtainable within a stated wait, in distance to the nearest open door, and in the workforce available behind it. Cost is counted per person, as growth over time, and as the share falling on households. Quality is counted in the structures a system has, the processes it performs, and the outcomes its patients experience, a three part frame the quality literature has used for decades.
The analytic law of the territory is that the axes pull against each other. Widening access spends money; restraining cost tightens somewhere; raising measured quality prices some care out of reach. A policy paper that promises improvement on all three axes at once, with no mechanism explaining how, has stopped analyzing and started campaigning. The graded move is the honest scorecard: this policy moves this axis this way, by this mechanism, measured by this indicator, at this expense on the other axes. Disparities belong inside the scoring, because an average that improves while a subgroup worsens is a finding, not a footnote.
Deliverables in this territory usually ask you to analyze one policy against the three axes, or to weigh a proposed change through that lens. Six moves that turn a policy topic into a three axis analysis a grader can score at the top.

Choose one policy and hold it still
Name the instrument, its identifier and its status, and freeze that version for the whole paper. Analyses drift when the policy under discussion silently shifts from the enacted rule to the ideal version in the writer's head, and a grader who spots the drift discounts every paragraph after it.

Define each axis in measures before scoring anything
Write one sentence per axis stating how it will be measured in this paper: which access indicator, which cost figure, which quality measures. Scoring before defining is how papers end up asserting improvement no number could confirm, and the definitions themselves earn credit under any row about analytic method.

Score access with its measure attached
State the policy's mechanism on access, who gains entry, who faces new friction, and bring the indicator you named: enrollment counts, wait data, geographic coverage. Where evidence exists, cite it; where it does not, write the expected direction and label it expectation rather than result.

Score cost on both sides of the ledger
Count what the policy spends and what it saves or shifts, and name who pays in each case: government, insurers, employers, households. A cost paragraph with a single beneficiary and no payer is half a ledger, and the half you leave out is the half a policy grader reads for.

Score quality by structure, process and outcome
Run the policy's plausible effect through the three part frame: what it changes about capacity, what it changes about what gets done, and what should show in results. This is also where disparities live, so state whether the effect is even across the populations the policy touches, and cite subgroup evidence where it exists.

State the trade off and its bearer
Close with the sentence the whole apparatus exists to earn: what this policy gives up, on which axis, and who feels it. A named trade off is not a concession that weakens your paper; it is the demonstration that the analysis was real, and it is the line between the middle band and the top of the guide.

Evidence craft across three axes
Match each axis to its measurement literature. Access claims lean on coverage and utilization data, cost claims on budget and actuarial estimates, quality claims on measured indicators from recognized measurement bodies. A claim supported by the wrong axis's evidence, quality asserted from an enrollment number, reads as a category error.
Score expectations and results in different ink. For enacted policies, evaluation evidence may exist; for proposals, only projections do. Keep the two labeled: analyses project, studies found. Presenting a projection as a result is the fastest credibility loss available in this territory.
Bring subgroup evidence for disparity claims. A sentence that a policy worsens inequity needs a population, a measure and a source, exactly as any other empirical claim does. Disparity assertions without data read as reflex, and the topic deserves better than reflex.
Keep evaluation verbs observational. Jurisdictions choose their policies, which means comparisons across them carry selection with them. Adopting states saw faster coverage growth survives scrutiny; the policy caused the growth usually claims more than the design can pay for, and the verb discipline from the research core applies here unchanged.
Five mistakes that cost points in this week's territory
- Scoring only the axis you favor. An access analysis with no cost ledger, or a cost analysis silent on quality, is a position paper wearing an analysis title, and the missing axis is the first thing a grader looks for.
- Quality asserted without a measure. Improves quality is a slogan until a structure, process or outcome indicator is attached. Name the measure or drop the claim.
- Costs counted on one side. Savings claimed with no spending named, or spending named with no offsets examined, is half an analysis presented as whole.
- Projected effects written as observed ones. A proposal has no results yet, and treating its projections as findings misstates the state of knowledge, which is the one thing an analysis must not do.
- Disparities as a closing gesture. One sentence noting that equity matters, placed after the analysis, concedes the row it was meant to earn. Score the subgroups inside each axis instead.
