What a closing characterization has to deliver

Every regulatory risk document that survives review has the same audit trail running through it: a statement of what was assumed, a statement of what was measured, a statement of which population the estimate applies to, and a statement of how the conclusion would change under different assumptions. For non-threshold carcinogens it means an estimated excess risk over a lifetime, expressed as a probability with its assumptions visible. State which framework you are in and stay there.

The second half is the control strategy, and it has a settled order the field expects. Eliminate the hazard, substitute something less hazardous, engineer the exposure away, change administrative arrangements and schedules, and only then rely on personal protection or individual behavior. Recommendations that begin with education have inverted the hierarchy.   3. Characterize the range, not the point

    Report the central estimate and the high-end scenario together, name the parameters driving the spread, and say which subgroup the high-end case describes. Decisions are made about the high end far more often than about the average.

  4. Carry the uncertainty forward instead of listing it

    For each major assumption, state the direction and the rough magnitude of its effect on the conclusion. A limitations paragraph that appears only at the end and changes nothing is decorative; uncertainty that qualifies a specific claim is analysis.

  5. Rank controls by the hierarchy and justify what you skipped

  6. Attach an owner, a timeframe and an indicator to every recommendation

Evidence craft in a decision document

Keep the arithmetic visible in the text. A risk statement that appears without the intake estimate and the reference value beside it cannot be checked, and unverifiable numbers are worth less than transparent approximations. One line showing the estimate, the comparison value and the resulting ratio does more for the analysis row than three paragraphs of interpretation.

Say what the risk framework does not cover. Standard characterization handles one agent, one route and one endpoint at a time. Real populations meet mixtures, and interactions can be additive or more than additive. Note the limitation explicitly where it applies to your population, because a closing section that acknowledges the boundary of its own method reads as expert rather than as incomplete.

Distinguish what the science decides from what the policy decides. Risk assessment produces an estimate; the question of what level is acceptable is a policy judgment made by institutions weighing cost, feasibility and equity. What the section then owes the reader is threefold: which subgroups were not covered by the estimate, what monitoring would confirm the conclusion holds over time, and what change in conditions would overturn it, such as a new source, a change in operations or a shift in where people live. A low-risk conclusion with a monitoring recommendation attached is a complete professional product. A low-risk conclusion with nothing after it looks like an analysis that stopped early.
How do I write the cost side without inventing figures?
Work in orders of magnitude and in structure rather than in invented dollar amounts. Say who bears the cost and when: capital cost for engineering controls falls on the owner up front, ongoing operating cost falls on whoever runs the system, and behavioral controls shift the burden onto the exposed people themselves, which is a distributional fact worth stating. Compare relative magnitudes where you can support them, such as noting that source replacement is substantially more expensive than filtration but eliminates the ongoing maintenance obligation. Where a published cost analysis or a documented implementation exists, cite it with its setting and year, and say plainly that costs are context-dependent. What the row is scoring is whether you understand that controls have consequences and constraints, not whether you can produce a budget.
