A coastal county, an inland county with a rail line carrying chemicals, and a city with an ageing hospital plant face different lists. Ranking honestly is what makes the rest of the plan specific rather than generic.

Response introduces structures worth naming correctly: a command system that assigns roles rather than relying on seniority, triage that sorts by survivability when resources cannot meet need, and surge planning for space, staff and supplies. Deliverables run 1,200 to 1,600 words, usually a preparedness or response plan for a described community, and any table you build sits outside the word count.

Six moves build a disaster plan that is about somewhere real.

  1. Rank the hazards for this place

    List credible threats, score each on likelihood and impact, and defend the top two or three. A plan for a hazard that cannot happen here is the fastest way to lose the specificity rows.

  2. Name the population most exposed

    Older residents without transport, people dependent on electricity for medical equipment, people with limited English, people without documentation, unhoused residents. A plan that treats the population as uniform will fail exactly where the harm concentrates.

  3. Write what happens in the first six hours

    Who is notified, who takes command, where people go, what opens and what closes. Concrete sequencing here is worth more than any amount of general preparedness language.

  4. Plan surge across space, staff and supplies

    Where extra patients are placed, who is called and how, what stock exists and for how long. Give the numbers you have and name the assumptions where you do not.

  5. Assign roles rather than names

    A command structure survives because it assigns functions that anybody trained can fill. Roles with duties written next to them work on a night shift; a plan naming individuals does not.

  6. Write recovery as its own phase

    Restoring services, tracking displaced residents, mental health support for responders and the community, and the after-action review with dates. Recovery is where the population health argument lives, and it is where most drafts run out of words.

Sourcing a plan about a real place

Use the hazard history of the actual geography. Federal disaster declarations, state emergency management records and local climate data tell you what has happened here before. A ranked list built from evidence beats one built from imagination.

Cite frameworks by their issuing body. National response and incident command frameworks are published documents with versions and dates. Name the body and the edition rather than describing the structure vaguely.

Quantify the vulnerable population. Roughly 3,100 residents over 75 living alone, drawn from census estimates, is planning information. Many elderly residents is not.

Keep global comparisons proportionate. International examples earn their place when they illustrate a mechanism, such as how a coordinated response reached displaced people. Used decoratively they take words from the plan itself.

Say what you assumed. Plans rest on assumptions about power, water, roads and staffing. Listing them is not weakness; it is what lets somebody else stress-test the plan later.

Do not claim capabilities you cannot evidence. If no mutual aid agreement exists, the plan says one is needed and names who would sign it, rather than describing one that has never been written.

Five ways a disaster plan loses marks

  • A generic plan with the place name swapped in. If the plan would work equally well for any community in the country, it has answered none of the specificity rows.
  • Recovery compressed into one sentence. Recovery is the longest phase and carries the population health consequences. Treating it as an afterthought leaves the largest section of the rubric thinly served.
  • Vulnerability asserted without numbers. Naming groups is the beginning. Saying how many, where they are, and what each needs is what turns a list into a plan.
  • Command structures described but never used. If the plan never says who makes which decision at which moment, the structure is decoration and the response section stays abstract.
  • Responder wellbeing left out. Staff who are also victims of the same event have households, injuries and grief. A plan silent on that is a plan that has not thought past the first day.

How do I rank hazards without emergency management training?
Use the same two axes professionals use and be transparent about your sources. Likelihood comes from history: what has actually happened in this county, how often, and what regional climate or industrial data suggests about the next decade. Impact comes from consequence: how many people would be affected, whether critical services would fail, and how long recovery would take. Score each hazard on both, show your scoring in a table, and defend the top two in prose. A defended ranking with a stated method earns the row; a list with no reasoning does not.
How much of the plan should be about at-risk populations?
Enough that a reader could tell your plan apart from a template, which usually means a section of its own plus threads running through the response and recovery sections. Identify the groups from data, say what the standard plan would fail to give them, and write the specific provision: cooling centres reachable without a car, dialysis continuity, refrigerated medication for people without power, interpretation at shelter intake, outreach to unhoused residents before a heat event rather than during it. This is where population health thinking becomes visible in an emergency plan.
Can I write about a disaster that already happened?
Yes, and it often produces a stronger paper, provided you keep the analysis anonymous where it touches a workplace or patients. Use the documented event to test the framework: what phase failed, which link in the response broke, which group was harmed most, and what the after-action findings recommended. Then convert the lessons into your own plan for a comparable community. What loses marks is retelling the event as a narrative. The retelling is the setup; the analysis and the resulting plan are what the rows are scoring.
