What NR-550 Week 7 asks for

What separates a strategy from a wish? Everything downstream of the verb. A proposal to increase awareness of hypertension control in a working-age population has no delivery point, no reach estimate and nothing to measure. A proposal to run a blood pressure check station in the two employer break rooms that cover the district's largest shift workforce, staffed by a named role for two hours each fortnight, with referral into a defined evening clinic slot, is a strategy. It can be costed, someone can own it, and its reach and effect can be counted. That difference is most of the marks in this stage.

The territory usually covers levels of intervention from individual through community to policy, the primary, secondary and tertiary prevention distinction, evidence sources for what works at population level, and implementation questions: reach, dose, delivery agent, setting and sustainability. It also carries an equity-specific warning that graders watch for. Interventions that require the most from participants tend to be taken up first by the people with the most capacity to respond, which can widen the very gap the program was designed to close. A proposal that names that risk and designs against it is doing exactly what an equity course wants.

Deliverables here are typically a written intervention proposal or program plan, often with a logic model or a table, sometimes a stakeholder and resource section, occasionally a discussion post on an evidence-based program.   1. Aim at the leverage point you already identified

    Return to the pathway link you named earlier in the session and target it directly. A proposal aimed at a mechanism you documented is coherent; one invented in week 7 usually contradicts your own earlier analysis.

  2. Choose the level and say why the others were rejected

    Individual, community or policy. Naming what you did not choose and why demonstrates judgment, and it heads off the obvious objection that a bigger lever existed.

  3. Find the evidence for this intervention in a comparable population

    Community-level intervention evidence is uneven, so say plainly how close the evidence population is to yours and where it differs. Honest distance is better than a citation stretched to fit.

  4. Specify delivery in operational detail

    Who delivers, in what setting, how often, for how long, reaching how many, at what cost, funded from where. Each unspecified element is a row the grader cannot award.

  5. Design against the inverse equity risk

    Say how the program reaches the least-served part of your population rather than the most reachable part: location, timing around shift patterns, language, cost at the point of use, and whether participation requires anything scarce.

  6. Write the measurement plan into the design, not after it

    Reach, process and outcome measures, each with a data source that already exists or a collection method you have specified. A measure with no available data is a measure that will never be taken.

Evidence craft for intervention design

Report effect sizes in units your population would recognize. Percentage point change in a control measure, visits per hundred enrolled, cases detected per thousand screened. A statement that a program was effective tells a reader nothing about what to expect.

State the distance between the evidence population and yours. Age, setting, baseline burden, insurance context and delivery infrastructure all affect transfer. Naming the gap is stronger than pretending the study was conducted in your county.

Cite implementation detail, not just outcomes. The most useful sources for this stage describe how a program was staffed, what it cost and what went wrong, because those are the elements your specification has to fill in and the ones a grader checks for realism.

Keep the proposal inside the written and planning layer. This is a design document. Any real screening, enrollment, consent, delivery or documentation of care that would follow is the student's own professional work under their own employer and program, and nothing about it belongs to a writing manual or a tutor.

Five mistakes that cost points in this week's territory

  • Education as the whole intervention. Information alone rarely moves a population-level rate, and proposals built solely on a class or a pamphlet ignore the structural analysis the earlier stages produced.
  • No delivery agent named. A program that nobody is specified to run has skipped the question every reviewer asks first.
  • Unfunded design. Silence on cost and funding route reads as a plan that was never tested against reality.
  • Ignoring the inverse equity effect. A program that reaches only the most reachable can widen a gap while reporting good numbers.
  • Measures with no data source. An indicator nobody currently collects and nothing in the plan collects is an indicator that will never exist.

How ambitious should the proposal be?
Ambitious in the mechanism it targets, modest in what it claims to achieve. A proposal aimed at a structural leverage point is more interesting than one aimed at individual behavior, and the rubric usually rewards the former. What sinks papers is not scale but overclaiming: promising that a fortnightly screening station will reduce a county mortality rate, when its plausible effect is on detection and linkage to care. Match the outcome measure to the mechanism, name the intermediate outcomes your program can actually move, and put the distal outcome in as a long-term aim with an honest statement of how many other factors sit between. Reviewers trust proposals that know their own limits far more than ones that promise transformation.
What if there is no good evidence for the intervention my analysis points to?
Say so and build the argument from adjacent evidence, labeling every step of the extrapolation. Community-level interventions are unevenly studied, and the absence of a trial for your exact program in your exact population is normal rather than disqualifying. Three sources usually remain available: evidence for the same mechanism in a different population, evidence for a different mechanism addressing the same determinant, and implementation reports describing feasibility without measuring outcome. Use all three, distinguish them clearly, and state what your proposal would contribute to the evidence base if it were evaluated properly. That framing is honest, it demonstrates command of the literature's shape, and it sets up the evaluation stage that closes the session.
Do I need actual cost figures?
Check the rubric, and assume a structured estimate is better than silence either way. Even where costing is not explicitly required, a proposal that never mentions resources reads as untested. Build the estimate by component rather than as a single number: staff time in hours by role, materials, space, transport, any equipment, and the coordination time that programs always underestimate. Label each figure as an estimate and give its basis, whether that is a published program cost, a local wage rate or a stated assumption. Then name the funding route, since where the money would come from is usually the harder question. Existing grant streams, reallocation within a department's budget, a partnership with an employer or a community organization, and in-kind contribution of space are all legitimate answers when they are named specifically.
